DEANSGRANGE
LOCAL AREA PLAN (LAP)
SUBMISSION
Local Councillor, Cormac Devlin has made a submission to Dún Laoghaire Rathdown County Council on the Deansgrange Local Area Plan (LAP). A LAP shapes the future development and acceptable planning guidelines for the local area. Councillor Devlin was concious of the Deansgrange Residents Area Action Group (DRAAG) submission and issues they raised on the LAP.
1. Planning & Development - Land Use Zoning & Density:
The Deansgrange area still has a unique village quality that should be harnessed and retained, where possible by the Council's Planning Department. There is a real need, in this predominantly residential area that building height should be appropriate to the surrounding residential estates. There should also be specific designated areas where large-scale developments can take place. The problem of building height thus the problem of overlooking should also be considered when allocating designated sites for large-scale development in this LAP area. Access to the Deansgrange Industrial Estate should only be allowed from Kill Lane and not through existing housing estates in the area.
I would request that the Planning Enforcement Section make contact with the owner of the laneway between Foxrock Wood and Beech Park Avenue in order to have this private laneway re-surfaced for use by local residents. This issue has been going on for many years now and needs to be resolved.
2. Car Parking:
The issue of parking due to new developments and commerce in the local area has caused major concern for the local community. There is a need to address this problem in this LAP. Adequate on-street parking and appropriate new under-ground car parking needs to be provided in any new large-scale developements in this area.
3. Land Use Zoning & Density:
In any future large scale developments, the Council should, in co-operation with the land owner/developer, the Council should try and negotiate land to make a provision for the County's first proper Park & Ride facility to relieve the pressure from smaller residential area's in the Deansgrange area. This would be particularly popular among commuters as this is area is well served by several bus routes; mainly the 46A and especially since plans are well underway to enhance the bus lanes in the locality.
4. Public Amenity & Natural Environment:
The amount of public open space in this area needs to be protected, maintained and enhanced by the County Council. The linear park between Clonkeen Road and Clonkeen Crescent needs to be maintained by the Council, as does the smaller parcels of land in the Beechpark Avenue & Foxrock Wood area.
5. Community Facilities:
There is a real lack of any community facility in this LAP area. Unfortunately, to-date, opportunities have already been missed with previous large-scale developments in the locality to provide a community owned and run facility. I would urge the planners/local community groups to negotiate with future developers to provide such a community facility in any future large developments.
6. Design Standards:
I would impress upon Area Planners not to allow any further use of cladding in any future developments because when the cladding is not maintained, this makes the building deteriorate quicker and look older, quicker than other buildings. I would also urge Council planners to allow suitable design and appropriate design materials that blend in with the existing and surrounding area.
Finally, I would urge the Council to continue to improve transport routes and infrastructure where possible. I would also request that the Council Planners would particularly take into consideration the DRAAG submission and other local residents comments in relation to this LAP.
